This cute little dress is documented in the reference books as "Tea Party."  It is shown on a few different brands of 8" hard plastic dolls.  I found it shown on Duchess Dolls' Randi as well as Fortune's Pam.  The outfit comes with a black straw hat (missing an elastic neck strap), and a pair of generic black shoes to fit your 8" doll.  The outfit should have a black velvet ribbon to tie at the waist but that is missing also.  You could easily replace this with some velvet ribbon from your local fabric store.
The outfit is clean with no holes but there is a tiny light brownish stain on bodice (hardly noticeable).  I have seen this outfit shown with either an attached slip or without.  Both are correct.  This one does not have the attached slip.
