There were a few different makers of 8" hard plastic dolls that sold dolls with pastel colored hair.  The most popular was Virga.  They were called Lolly-Pop (or Lollipop) dolls.  Each of the doll's pastel colored hair had an outfit that coordinated with the hair color.   This is the green dress that matched the green-haired doll.  The waist band of this dress is a slightly different shade of green than the skirt of the dress.  Don't know why that is, but I have seen this on a few others as well.  The skirt seems more celery green, while the waist band is more mint green.  
The outfit is very clean and crisp with no holes.  The skirt is taffeta and is a bit wrinkled from storage, but I do not iron taffeta because it looses it's crispness.  The pinafore sleeves and skirt trim are nylon.

If you have a green-haired Lolli-pop doll without her dress, then you can make her more original with this one!
